Seattle City Light, the electric utility for the City of Seattle, owns and operates the Boundary Project located on the Pend Oreille River in northeastern Washington State. The Boundary Hydroelectric Project was first licensed in 1961 and will expire in 2011. The Federal Energy Regulatory Commission (FERC) refers to the hydroelectric facilities subject to a single license as a "Project," and gives each project a unique number. The Boundary Project is FERC Number 2144. The City is using the FERC's Integrated Licensing Process (ILP) to relicense the Project. The new License Application must be filed with FERC by September 2009, and will consist of documents describing any alternative project operations, and protection, mitigation and enhancement measures for the term of the new license.
Following are the key milestones in the Boundary Relicensing ILP:

May 5, 2005:
City Light initiated formal FERC process with filing of Preliminary Application Document and Notice of Intent. This included a description of Boundary facility and initial identification of study needs.

July 18 - 19, 2006:
FERC conducted their scoping process with agencies, tribes and the public to discuss the Pre-Application Document and initial identification of study needs.

October 16, 2006:
City Light submitted Proposed Study Plan to FERC.

November 15, 2006:
City Light held a FERC-required study plan meeting to review the Proposed Study Plan.

February 14, 2007:
City Light submitted the Revised Study Plan to FERC.

March 15, 2007:
FERC issued a Study Plan Determination identifying what studies to conduct.

April 2007:
Studies began.

March 14, 2008:
City Light submitted the Initial Study Report to FERC.

March 16, 2009:
City Light submitted the Updated Study Report to FERC.

April 30, 2009:
City Light submitted the Preliminary Licensing Proposal to FERC.

September 30, 2009:
City Light submitted the License Application to FERC.

March 29, 2010:
City Light submitted to FERC a comprehensive Settlement Agreement package, and a supplementary filing including addenda to the License Application, and responses to FERC's November 18, 2009 Additional Information Requests.
