• Information Library listing. The Integrated Licensing Process (ILP) requires that Seattle City Light summarize all reasonably available existing information that is relevant to the Boundary Project in the Pre-Application Document (PAD). Seattle City Light undertook an intensive effort beginning in 2004 to systematically identify, gather, and review this information, and this effort resulted in the acquisition of over 1,000 potentially relevant documents, which are identified in the Information Library database. A list of these documents is available through the link provided below. You may also download a form that you can use to request a copy of any document in the Information Library.
  
  
• Pre-Application Document (PAD). The PAD, which was filed in early May 2006, describes the Project facilities and operations, describes the existing environment in the Project vicinity based on SCL's review of all relevant existing information contained in the Information Library, and also identifies a list of identified Project-related resource issues and proposed studies for each resource area. • Early Information Development Reports (EID reports). EID reports describe efforts undertaken in 2005 and 2006 prior to the development of study plans to provide additional background information to focus study efforts and otherwise inform development of study plans. • Proposed Study Plan (PSP). The PSP is a comprehensive study plan containing detailed plans for all of the studies proposed by SCL for the relicensing. SCL filed the PSP on October 16, 2006, in accordance with the ILP schedule for the Boundary Project relicensing. SCL consulted with agencies, tribes and other relicensing participants to address considerations related to scope and methodologies for the proposed studies described in the PSP. • Revised Study Plan (RSP). The RSP details the plans for studies identified by SCL as necessary to develop sufficient information for FERC's analysis of the Project relicensing. This determination of study need is based on a review and evaluation of existing information, as summarized in SCL's Pre-Application Document (PAD) for the Boundary Project relicensing, as well as consultation with agencies, tribes, and other relicensing participants. SCL filed the RSP on February 14, 2007, in accordance with the ILP schedule for the Boundary Project relicensing. The RSP is available through the link provided below.
  
  
• Study Plan Determination. The Federal Energy Regulatory Commission (FERC) issued its Study Plan Determination on March 15, 2007, allowing SCL to proceed with its study program as set forth in its Revised Study Plan. The Study Plan Determination is available through the link provided below.
  
  
• Study Program Documents. This folder holds documents related to the studies that are being conducted as part of the Project relicensing. The types of documents include study implementation materials, updates and reports. Implementation materials include documents developed with the assistance of Technical Consultants to further solidify study program methodologies. Study updates are written summaries provided when a resource workgroup does not convene during a scheduled session. Study reports will be generated at the end of 2007 and 2008 for inclusion in the Initial Study Report (to be filed with FERC March 2008) and the Updated Study Report (to be filed with FERC March 2009). • Study Plan Determination on Toxics Phase 2 SAP. The FERC issued a Study Plan Determination on October 25, 2007, allowing SCL to proceed with the Study 4 Toxics Assessment as set forth in its Sampling and Analysis Plan. • Initial Study Report (ISR). The ISR contains twenty (20) interim and two (2) final study reports describing the first year of study efforts conducted by SCL in accordance with SCL's Revised Study Plan and FERC's Study Plan Determination. • Modifications to Study Plan Determination. The FERC issued its Modifications to Study Plan Determination on July 9, 2008, allowing SCL to proceed with its study program as set forth in its Revised Study Plan and as modified in its Initial Study Report. • Study Plan Determination on Toxics Interim Report. The FERC issued a Study Plan Determination on September 24, 2008, allowing SCL to proceed with additional sampling for the Study 4 Toxics Assessment as set forth in its Interim Report (filed August 15, 2008). • Integrated Resource Analysis (IRA). Following completion of its two-year study program, Seattle City Light will conduct an IRA designed to synthesize study results, characterize Project-related resource impacts and evaluate potential protection, mitigation, and enhancement (PME) measures. Information generated through the IRA process will be presented in the Preliminary Licensing Proposal (PLP) and License Application (LA), as it is developed.
