| In November, 1998, Mayor Schell and Council President Sue
Donaldson assembled the Public-Private Partnership Task Force (PPPTF) and presented us
with an important charge: to establish a set of standards for future public-private
partnerships between the City of Seattle and private entities. The standards contained
in this report have been developed for review and implementation by the Mayor and City
Council. Public-private partnerships play an important role in the Citys pursuit of
its goals. Integrating these standards with the policies and practices of the City will
ensure that partnership proposals are structured to facilitate public review and meet
public objectives. The PPPTF met regularly from November, 1998 - July, 1999. The group was facilitated by David Harrison, Director of the Northwest Forum at the University of Washingtons Daniel J. Evans School of Public Affairs. The task force members include: Cary Atlas, Deputy Mayor Maud Daudon, Meade Emory, David Endicott, Rich Feldman, Bob Filley, Bill Hamilton, Herman McKinney, Daniel Norton, Neil Peterson, Linda Robinson, George Rolfe, Sue Taoka, Val Thomas, and Ed Zuckerman. (See Attachment 5.) Research assistance to the Task Force was provided by Sara Levin, a graduate student at the School of Public Affairs. Mary Jean Ryan, Director of the City Office for Economic Development, acted as City liaison to the Task Force. This report includes the Task Forces recommendations to the Mayor and Council, and summary materials. |
